Primary Source Verification
Better known as getting the same original documents from India repeatedly.


To credential physicians for licensure, hospital privilege and for insurance/ HMO participation, these organizations require that they see original documents of graduation from medical college, some transcripts etc. All IMGs have had primary source verification done for ECFMG certification.

The problem is that the other bodies require us to do it all over again. While it is a nuisance for USMGs, it is an enormous burden and delay for IMGs. Many have lost opportunities from not getting the documents from India timely. Sometimes people cannot get records that are decades old.

Efforts are being made to minimize/ eliminate the need to do this repeatedly.

The current status:

Hospitals are allowed by JCAHO (Joint Commission on Accreditation of Healthcare Organizations), their accrediting body, to use the ECFMG as their source for primary source verification.

Insurance plans and HMOs are allowed by NCQA (National Committee for Quality Assurance), their accrediting body, to use the ECFMG as their source for primary source verification.

State licensing boards and their association, the FSMB (Federation of State Medical Boards), do not at this time agree to use the ECFMG for primary source verification. Many State license boards (but not all; please call or check the FSMB web site for list) accept primary source verification from the FCVS (Federation Credential Verification Service- run by the FSMB) once we have voluntarily had our primary source verified by them directly from India. They charge a fee for the first verification from India and a fee each time they verify to a State licensing board at our request.

Efforts are underway to try to get the FCVS to accept primary source verification already done by the ECFMG.
