AAPI Election Guidelines

Election Officer:
The Executive Com will appoint the election officer prior to selecting the agency to conduct elections.
The Immediate past chair of the Board will be invited to serve as an Election officer.(EO)
The EO will choose one past president and one past chair of the BOT to assist prior to Dec. 31st.

Election Agency:
The Executive Com will select the election agency before Dec. 31 st of the current year
The Election officer will be involved in selection of the agency
The agency will be supplied with election policy and procedure
The EO will choose one past president and one past chair of the BOT to assist prior to Dec. 31st.
If the difference in votes is less than 50, there must be an automatic recount to ensure accuracy . The Election Officer must be present at the recount. Candidates may be present in person or have their representative at the recount at their own expense.
If the candidate requests recount he/she will bear the cost. The cost must be determined ahead of time and the candidates must be notified of this.
There will be a filing fee for each candidate to defray the cost of election. The fee will be determined by the executive committee and approved by the GB at the Fall Governing body meeting.

Eligible Voter List:
Voter list must have the joining date of all the members (It is the date that a member mails, faxes or emails the application) and the renewal date for the annual members (It is the date that a member mails, faxes or emails the renewal application).
The Election Officer must receive the list by February 20th.
The certified list - okayed by the Vice President and certified by the Secretary will be sent to the candidates by Feb 22nd with an acceptance letter that they will sign and return to the election officer. If a signed acceptance letter is not received by the deadline the candidate's name will not be placed on the ballot.
The voter list will have the members preferred address and medical school only. No phone numbers or email addresses will be listed
All irregularities must be brought to the attention of the election officer in writing.

Counting of Ballots:
Before the election begins, the Election officer will decide to count all ballots on one particular day or The ballots will be tabulated as they are entered.
Each day's ballots must be clearly marked, and bundled.
A ballot will be considered invalid
  - if more than the required number are checked for each position
  - if the voter identification number is torn.
  - Ballots that come that come in after the deadline that are not postmarked will not be counted.

Request for Duplicate Ballots:
If a voting member who did not receive a ballot requests one the request will be sent to the agency. A ballot will be sent with a new voter registration number and the old number will become invalid. The ballot may be faxed to the voter but must be returned by mail. All returned ballots must be kept unopened.
The election officer's ballot will be in a special envelope. In case of a tie vote the agency will open the election officer's ballot to break the tie prior to notifying the results. Opening the election officers ballot will remain strictly confidential and will not be known even to the election officer.

Conduct of Campaign:
These guidelines as to the conduct of the campaign should be provided to the candidates. The candidates should be encouraged to send no more than one mail out. AAPI should send the candidates profile with the ballots as they have been doing. It is felt that the candidates will still call alumni and specialty groups however this will be limited. Over a period of time the culture is expected to change.
